The Transform Poe plan reflects the collective vision, experience and dedication of residents, stakeholders and the city for a healthy equitable future of Southwest Baltimore communities. In alignment with the goals of the Choice Neighborhoods Initiative planning grant awarded by HUD, the Housing Authority of Baltimore City led the process as a community-wide effort that holistically addresses the health and outcomes of residents. Encompassing housing redevelopment, neighborhood improvements and the support of people, this multi-pronged strategy builds upon present initiatives, existing neighborhood assets, and community strengths to address immediate needs and provide a roadmap for further public and private investment. As such, the plan leverages and aligns with existing plans and projects already underway, recently completed or in the pipeline to build upon the momentum for positive change. As an inclusive, participatory process informed by in-depth data analysis, the effort promises to further the Poppleton/Hollins Market neighborhoods to become neighborhoods of choice with thriving families at the heart of the community.
